Ecuador: Referendum Plan Backed

Ecuador's Congress approved President Rafael Correa's request for a referendum on whether to rewrite the constitution Feb. 13, causing opposition lawmakers to walk out of the session in protest. Only minor changes were made to the proposal after several weeks of negotiations. The proposal will be sent to the election tribunal, which must now organize the vote.
